Change in a college isn't allowed in normal circumstances, that too in the middle of a term. It is because, every college has a fixed number of seats allotted for a particular branch. Also, most colleges don't have the resources to conduct counselling adhoc.
I would suggest with

before choosing the specialization, you can change the college.
You need to apply personally for the college, you can take all your docs and show them all of them and it depends on availability of the college seats for you
