Yes, you can apply for pgcet. You can opt for any of the MASTERS, its not only mtech, you can even apply for MBA, MS, MSc, etc depending on your interest and the subject.
Whatever you choose , Remember that your College should cover up for the Gap

Pimpri Chinchwad College is far better than Rahuri College in each and every terms, whether it is Infra or syllabi or faculty.
BTech Mechanical from PCCE is a better option. You should go for it.

Pimpri Chinchwad College of Engineering is well known College in Pune it doesn't have B.Tech in Agriculture Engineering but has B.Tech in ME,CSE,CE,IT,ECE.It has a good Placement track record.
If you are getting a really good College for Agriculture than Pimpri Chinchwad then go for it.
