No you can't change the college after studying 1 year in a respective college
You may upgrade your branch according to college policy but you can't change college. If you want to change college you need to apply fresh in that college where you want to take admission

Yes, you can apply for the second counseling but you can only get some limited colleges when compared to the first counseling and best colleges based on your rank.

As far as I know and according to previous year notifications, there is no age limit in qualifying criteria of gate. So you can surely appear in gate 2019 whatever be your age.

No, result of B.Tech. entrance test is not released yet. Test of banasthali vidyapeeth was conducted on June 2nd,2018. You can check result at their official website when it will be declared.
