No you can't change the college after studying 1 year in a respective college
You may upgrade your branch according to college policy but you can't change college. If you want to change college you need to apply fresh in that college where you want to take admission

Change of college is not generally offered, leave for a few rare instances. The reason being each college has a fixed set of seats. Also, most colleges lack the resources to carry out ad-hoc counselling sessions for candidates.
Never the less, I would suggest you get in touch with the college in concern to find out whether they have a transfer policy in process, and if it is there how you need to go about it.
