As far as I know, all the entrance exams for b.tech admission is over. All these have published their result and is going to conduct or is conducting their counselling. So, next set of entrance exams will be held in 2019.

Yes! definitely you can take admission in government college but before that you have to be eligible for that college and you have to give some entrance exams as well for taking admission so please mention the name of that college in which you  want to take admission

Yes. There are subjects naming basic computer programming and data structure and computer graphics and algorithm design and many more. All these subjects need to be practically implemented. This is done through programming language. So yes, you have to study c and c++ in CSE branch.
