JNTU(all campuses) - 40,000 for four years .
IITs - 4-5 lacs

There is no such strata on which you can conclude about which country is better and which isn't. All you need to decide is which instituion can be more suitable to you.
Hi, there is not much difference between btech cse and btech(hons) cse. One difference is that student studying btech hons have to study 1 subject extra each semester of their field as compared to btech cse. In my opinion, you should opt for btech(hons) cse as there is no harm
It looks that you will not get any type of government college , try some private colleges
