you may look for the best government college in Delhi for biotechnology : 

1. IIT Delhi , department of biochemical engineering & biotechnolgy

Ece is a good option if you are preparing for ESE(engineering services examination).Apart from that if you want to get a government job then core branches(electrical,mechanical,civil)    must be good option because it has a lot of government jobs.
