Ece is a good option if you are preparing for ESE(engineering services examination).Apart from that if you want to get a government job then core branches(electrical,mechanical,civil)    must be good option because it has a lot of government jobs.

If this rank is your general merit rank(GMR) then you cannot get a seat in government college. But you can get a seat in private college but not the best one's. If this rank is your TFW rank not your GMR then your GMR will be much higher

First of all congratulations for getting such a wonderful rank and secondly you have a great chance of getting Fee Waiver seat in AKTU in B.tech course in Biotech stream with overall rank of 884 because the closing rank for fee waiver seats is higher than your rank.

Definitely there are possible solutions to your problems. You can request your college to grant you a provisional certificate until your original certificate arrives. The colleges you are going to take admission in will definitely accept it for the counseling process. 

If you are planning to take admission in a college through TSICET scores but your graduation results are not out yet you can request your graduation college to provide you a provisional certificate showing which you can easily take admission in any college.
