I will not suggest you to drop B. Tech. If you have willing,prepare and write NEET and AIIMS and other medical oriented Entrance test by continuing your B. Tech.And this may not help you to get a chance to medical field in govt colleges, go with private colleges.There

You can not do anything now as the jee application date has been gone.
Now you can try for other colleges or you can look for the private colleges which conduct their own entrance exam.
Otherwise you have to drop a year more and focus on next year.

I don't think these Universities will be able to get u placed in core companies. You can easily get placed in mass recruiters but for core companies you have to be academically very strong. But overall it is a good branch with many new things to learn. So

You can do M.Tech from NIT's and then do your PHD and look for career options within India and abroad particularly USA.

 Alternatively, you can prefer a job with IICT or industries within the country, work for some time and then think of studying further.

But out of 16 IIT's only 10 IIT,s and ISM Dhanbad offer   Chemical Engineering in India
I.e only 800 seats are available for aspirants wanting to pursue Chemical Engineering as you have scored 2008
