No, its not possible to get Two BTech degrees in two different department/branch/discipline from the same university. Yes, in some colleges, it is possible to have one Degree and one diploma simultaneously. But 2 Btech degrees is not possible anywhere.

Yes. One can do Masters in Computer science Engineering if he/she has done graduation in the subject related to Computer Science. As IT is almost similar to CSE you can do your Masters in Computer science Engineering. Either you can write GATE or any state level PGCET to pursue

Back logs doesn't matter in a government exam unless you cleared all of them before sitting on a graduate level post. The exams have different syllabus and on qualifying them you get the required job. In case you haven't cleared the backlogs, there are jobs requiring class 12 qualification.
