According to me, Gurukul Kangari Haridwar would be better. The campus is accredited by TCS, therefore you can expect some placements. Apart from this many companies such as TCS, Wipro, HCL, Glenmark, Birla, Morpen, HDFC, Dabur, etc come to the campus, therefore the placement opportunities are more here.
Actually in open merit you may get a college but low change of good branch,now ews quota is introduced for the first time this year ,so being positive towards it you can expect a good college/branch.
