Yes you are eligible for fee reimbursement. Can't say about full but it depends on government rules on particular category. You can apply as a fresh Candidate as soon as the registration begins. You need to have a category proof if applicable, and most important income certificate.

Generally this scheme has to be impleamented from this year onwards, but the government has not announced any official announcement until now. But i hope we have time to start colleges and the government will initiate this fees reimbursement scheme from this academic year onwards. All the best.

Yes, you can do Mtech in Environmental Engineering either if you do Bio-technology in Btech, there is no any restrictions of doing it. If you got a seat in environmental stream in counselling then you can do specialization in it.
