As per the eligibility criteria of GATE, only the candidates who have completed their graduation degree and the candidates who are currently pursuing their final year can apply for GATE.

The 3rd year candidates are not eligible to apply for the GATE. You can still start your preparation

Admission to MIT Chennai is on basis of TNEA exam scores. 

Students can also apply with TANCET exam scores for PG Courses only although. 

Based on counselling careied by TNEA authority admissions is based on cutoff trends.

Gate stands for graduate aptitude test in engineering. candidates who are currently studying b.tech course or in final year or pre final year or already completed the b.tech course  are eligible to appear in gate exam. so even of you have backlogs you can appear in gate exam.

Yes, you can pursue a bachelors degree in mathematics on the fulfilment of eligibility criteria as specified by the college you want to take admission in. But then you need to drop engineering because you can not pursue two regular degree courses at the same time.
