Gate stands for graduate aptitude test in engineering. candidates who are currently studying b.tech course or in final year or pre final year or already completed the b.tech course are eligible to appear in gate exam. so even of you have backlogs you can appear in gate exam.

Yes, you can pursue a bachelors degree in mathematics on the fulfilment of eligibility criteria as specified by the college you want to take admission in. But then you need to drop engineering because you can not pursue two regular degree courses at the same time.
