Yes, Both the stream candidates can apply over any application untill anyone mentioned to get it filled by Information Science or B.Tech Information Technology.

If you have PCM subjects then you can go for B.tech CSE programme but you need to check the age eligibility of the exams, For JEE Main which is National level exam, You are not eligible, Others you can check your state or University level exams.
