No, unfortunately, even if you are from the SC/ST/OBC category, you must score at least 288 out of 720 (40 percentile) to be eligible for the 15% All India Quota counselling process. You would be among the NEET qualified students with 250 marks, hence you will not be able to enter into government colleges of bams/bhs/bds with 250 marks in neet, even if you belong to the obc category.

Two courses are different in there own ways and they have quite a good career ahead. If you wish to go for the course of BHMS course, then you should be aware that the Homeopathic treatment is more over research and teaching and less towards practice in the top cities. You won't be able to treat patients with higher complications such as in MBBS but yeah! there are treatment procedures for low and mildly severe cases.
You can also join the Homeopathic Pharmaceutical companies and work there are scientist/Medical Officer and it has quite a good career ahead.
Now if you wish to go for the Psychology then you can become a Psychologist but for that you have to investment some time in higher studies. You can become a Psychology intern after your MA in Psychology but if you wish to be a professional psychologist providing counselling session or working as a consultant psychologist, then you need to complete your PhD.
Both the above mentioned fields have a good career ahead depending on the goals you have. So you have to choose wisely based on your aspirations and dreams.

According to cut off trends it is really difficult to predict the cut off for different colleges. For BHMS cut off are usually 300+ but as per your information if you belong to SC category you might get a government seat. You can try in subsequent or mop up rounds as well. You can try to get in private colleges, there are high chances of your admission. I am mentioning few government colleges that you can try to get it in

The course BHMS- Bachelor of Homoeopathic Medicine and Surgery is an undergraduate course which covers medical knowledge of the Homoeopathic system, This course consist of 5.5 years in which 4 years is academic year and 1 year is for internship which is compulsory as per guidelines.
The eligibility criteria is 10+2 qualification with 50% aggregate and minimum age is 17 and mostly done through enterance exam such as NEET,KEAM,PUCET,IPUCET etc.
Top Colleges for BHMS is:
The fees range from 12,000 to INR 30,000 in Government Colleges and in private colleges range from INR 1,50,000-2,00,000.
Admission process is based on enterance exams as i mentioned above and generally excuted via enterance exam, which conduct at the national and state level so, candidate have to sit and qaulify, selection is based on their merit based final selection is a group discussion along with an interview round.

As you know your Score are not enough to get a government seat and Instead of Increasing It just decreased in your 3rd attempt.
So I will advise you to take admission in B.H.M.S
and alteast complete your graduation.
B.H.M.S is also has a good career scope.
you can open your own clinic.
You can teach in B.H.M.S colleges after your graduation
You can also go for government job also
So every degree has its own value,so you should not be demotivated,just go with your heart and gain knowledge and skills in B.H.M.S.you will surely earn a good amount

As last year cut off marks in special stray vaccancy round counseling of ayush cut off went very low for both of these courses due to many factors as you security deposit was 20k and once you got seat you will have to take admission or otherwise action would have been taken by MCC.
Now as if we talk about normal cut off marks which goes upto mop up rounds then it's more than 500+ marks for Gen category to get bams college but for BHMS it's around 460-470+ marks.
So if you try for BHMS govt college in all india Ayush counseling then you have great chances to get.
Now counseling process then it is different from MBBS/BDS counseling. There is all india Ayush counseling conducted by by Ayush Admissions Central Counseling Committee (AACCC), Ministry of Ayush, Government of India.
so you will have to participate in this counseling to get admission in BAMS or BHMS courses.
it is usually conducted after first round of all india quota counseling for MBBS/BDS conducted by MCC.

No, you cannot get a govt seat with 150 in neet, ST category too needs to get atleast 40 percentile to pass the exam. Although you can apply in private colleges like DY patil for pharmacy or bsc courses but sorry you won't get into a government college.
