Your total marks for Physics, Chemistry, and Biology make up 58%. For the unreserved category, a candidate must score at least 50% aggregate in all three subjects, that is, Physics, Chemistry, and Biology. Hence, you are eligible to give the NEET exam.
From the previous year cut-off, we can see that a general category students must score 650+ to get a government seat through All India Quota and 620+ through the state quota (this varies on the college and state you wish to take admission in). For deemed medical college, a candidate belonging to UR category must score 600+ (such as KMC Manipal and Mangalore and HIMSR, Delhi) otherwise 550+ marks are sufficient to grab you a seat in other colleges. Private colleges too will require 550+ marks. Certainly, better the rank, better the college.

Yes you can change your bihar board to cbse board in class 11th and 12th after completing class 10. You need to get a transfer certificate from your school to change your board from bihar to cbse.

According to the Eligibility criteria for jee mains 2022 :
Students should have passed the 12th class or qualifying the exam in 2020 or 2021.

The 10th Bihar board results are not yet declared. The Bihar School Examination Board is expected to announce the BSEB 10th result 2022 by the end of March 2022 or first week of April 2022. The BSEB matric result 2022 will be declared on board’s official website, biharboardonline.bihar.gov.in. The BSEB Class 10 exams were conducted from February 17 to 24, 2022. This is because,
Top 20 percentile is released by josaa each year for all the boards, but for 2022 josaa won't be releasing top 20 percentile.
For 2022, there's no top 20 percentile thing or any percentage barrier in 12th to be eligible for NITs, IITs etc.

If Bihar Board class 11 examination is postponed for any unavailable reason then there is no chance for arising class 11 questions in the 12 class examination with both of the classes questions will not arise in the examination of class 12. To clear your doubt you have to go through the previous years tool class 12 examination questions for making a consistent idea for class 12 examination. The previous years question of class 12 will be Very helpful for you to prepare yourself in very good form.

There is no minimum percentage required in your 10+2 level to give JEE mains and advanced. You will be eligible to give both. The 75% criteria was for admissions in NITs and IITs but due to the COVID situation, the officials have removed that criteria this year too. So you will be eligible for admissions in NITs with your JEE main score and IITs with your JEE Advanced score. The National Testing Agency (NTA) has rescheduled the JEE Main 2022 session 1 exam. JEE Main 2022 session 1 exam will be conducted on April 21, 24, 25, 29 and May 1 & 4. Keep an eye on the below link or the official website for the latest information.

And josaa releases top 20 percentile criteria for each board every year but this year this minimum 75 % requirement or top 20 % percentile criteria is not there. So, josaa will not release top 20 percentile so can't help you with the same.
