Hello,
With your given rank it's not possible to secure GMC through AIQ as well as state quota, the reason being aiq cut-offs are higher than state quota, and if we go through previous year cut-offs then under state quota for UR 577 marks with all india rank of 13985 secured a seat in GMC Bettiah, though you may have chances for mata gujari memorial medical college, madhubani medical college, narayan medical college and hospital, lord budha koshi medical college and hospital, cutoffs vary every year based on multiple factors such as seat matrix, marks obtained in exam, toughness level of paper, total number of candidates participating in the exam etc.

Hi Aspirant!
According to previous year last round cutoffs of UGEAC the closing rank is under 9k now if we consider number of students from bihar 70k(approximately ) data by NTA then your rank will be in the last of Bihar candidates as your rank is so near to total number of students participated in JEE MAIN.Hence with your rank you will not be able to get any seat.

Hello dinesh,
Based on previous year cut-off, to attain a BDS seat in a government dental college, a candidate is required to score a minimum of 450 marks in NEET. A minimum of 50th percentile under general category for those who seek admissions in private dental colleges is a requirement. As you belong to reserved category therefore the SC/ST/OBC cut-off score was 146-113 .
Under 15% all india quota, you need to score more than 480 marks in neet to get BDS seat. As you have got 363 marks so you might not have a chance for getting the seat in government college but you can get seat in private college.
