IP Quota refers to - INSURED PERSON, This is in reference to ESI hospitals and medical colleges. ESI (Employees' State Insurance) hospitals provide medical treatments for the INSURED PERSON and their families. The seats are reserved for wards of the people who have this quota.
It is filled through DGHS, Governemnt of India every year with NEET Rank.
It has 9 medical colleges all over India. There are 317 seats in India for MBBS and 22 seats for BDS.
The IP quota seats will be filled through the merit cum preference basis and the reservation policy of Central Government will be followed within IP Quota. Then the merit list would be prepared on the basis of NEET Scores.

Domicile is where you want to make your home permanently, the place you want to return if you've lived somewhere in another city or state temporarily. In domicile certificate, it mentions your permanent address that won't get changed.
Yes, sometimes it's necessary while document verification during admission and counselling process. So, it is advised to have both of them in hand if in case it is asked by the officials in order to get verified.
