Your marks is quite low to grab any government quota seat in All India Counseling. The cut off this year has increased a lot and hence its kind of impossible for you to get a government seat. You may get a private quota seat.
As far as the state quota is concerned, the cut off is also high in bihar as well so you won't be getting any government seat there also

the basic eligibility criteria to get admission in mahatma gandhi central university [MGCU] , motihari for the course B.tech is candidate must have passed their 10+2 from any recognized board with science stream subject having physics, chemistry/biotechnology/biology/technical vocational subjects and mathematics , admission will be done on the basis of CUCET score or rank , final selection is based on the merit list prepared by the university which gives 50 percent weight age to CUCET score, 30 percent weight age to 12th board marks and 20 percent weight age to 10th performance

With this score your rank would be between 30001-90000. As cut off is not released officially, this is the expected cut off. It depends upon the no of students appearing, qualifying, difficulty level of exam, last year's trend.
The cutoff will be announced in the form of Opening and Closing Ranks (OR, CR) for each round of counseling. These cutoffs may vary for different courses, colleges, and categories of candidates.

You haven't mentioned your Category as each one has different cut-offs, as per previous year data under state quota it's tough to secure a GMC if you belong to General/OBC/EWS with your given marks, if you belong to reserved categories such as SC/ST, chances are comparatively higher to secure a GMC seat.
