The merit rank list of the councelling process is prepared by the authorities consider what students have filled in the registration or application form. So, if you have filled it incorrectly and have written EBC instead of OBC then your rank and merit list would be prepared using the information that you have filled.
But, You may contact the concerned authorities during the time of councelling and tell them the problem happened. So, they would some what do particular measures if possible.

After qualifying a PCSJ exam you will become magistrate first class then you can give exams for additional session judge at age of 35. So the stages are as follows

If you have good political nexus then only you have a chance to become HC judge but during this journey most of them retire early before being elevated to HC judge.
Bihar Judicial Service exam is conducted by the Patna High Court through the BPSC for Civil Judge Junior Division level recruitment. You must be minimum 22 years and maximum 35 years of age . In order to appear for this exam, you must have completed a Bachelor Degree of Law from a recognized University – approved by the BCI . The exam is conducted in 3 phases Preliminary – Objective Type exam, Main Written descriptive type exam and Viva voce – personal interview.

If you have obc- NCL certificate of Bihar then it won't be applicable in Punjab. Officially caste Certificate of only one state is allowed and caste Certificate of one state can not be used for other state. Hence you will be considered as general Category candidate in punjab
