Going last year's cutoffs, with 38000 rank in Neet it would be difficult to get any government Medical college through All India quota. Last year, around within 12000 rank last year the seats through all India quota were filled. You can check the cutoffs for all India quota here https://medicine.careers360.com/articles/neet-cut-off-for-government-colleges You can register for all India quota but chances of getting a seat will be difficult. You should use this link to get the complete list of the colleges that you can get based on your rank http://medicine.careers360.com/neet-college-predictor?icn=QnA&ici=qna_answer
Dear aspirant At first lots of congratulations for your result and wishes for your future life. I am afraid to inform you that with your score your chances in All India counselling are almost negative for the 15% seats as well as your chances in state counselling 85% seats are also much low .However judging from trends of previous years you can get some of good private medical colleges in Bihar by state counselling 85 % . Some of those colleges are
Narayan Medical College and Hospital, SasaramMata Gujari Memorial Medical College, Kishanganj Lord Budha Koshi Medical College and Hospital, SaharsaKatihar Medical College, Katihar Madhubani Medical College, Madhubani However you can check for cut offs of previous years here https://medicine.careers360.com/articles/neet-cut-off You can predict your chances here https://medicine.careers360.com/neet-college-predictor?icn=QnA&ici=qna_answer Best wishes.

Hello aspirant
Yes you can fill dental colleges choice in second round if you haven't in first round as you will have to do fresh new choice filling once it started. You can fill totaly different colleges in 2 round it's upto you only. But once you got any college in 2nd round and you have been allotted a college then you will have to report and get admission or otherwise there is no free exit. You will have to exit with forfeiture means loosing your security deposit money i.e, Rs 10000 so be careful and make a wise choice if you are looking for participating in AIQ 2nd round counselling.
