If we talk Rajiv Gandhi Government engineering College , Kangra it has lower fees as compared to gaya engineering college . Also It is established in 2014 and gaya engineering college is 2008 . Rajiv Gandhi Government engineering College is affiliated to Himachal Pradesh Technical University , Hamirpur while gaya college of engineering is affiliated to Aryabhatta University , Patna . Btech Programs of both are more and less are same . If you want to join , then I will recommend you to Rajiv Gandhi Government engineering College as it is slightly better .

see to enroll for josaa counselling you do not meed to have any particular jee main percentile. whatever score you have got, if you have appeared in jee main exam , have a valid score you may participate in josaa counselling. the starting date for online josaa registration is october 6, 2020 tentatively. now coming to your percentile the jee main results has already published and candidates has allotted with category wise rank, you did not mention your crl or ews rank,

you can also try for other gfti which take admission under josaa like these -

2) pec chandigarh
also participate in csab, so you can get a decent branch like production and metallurgy , in them .
Do apply for home state counselling also as you can get some good state government engineering colleges in your state . Hence apply for the csab round and state government counselling and you might get a good college .
