JEE Mains 2020 September session was held from September 1st to September 6th. And NTA hasn't yet released the attendance list yet. But in State like West Bengal the attendance percentage has dropped considerably. Not all the registered Candidates appear for the exam in general but this time due to the fear of the Pandemic and other reasons, the number has dropped.In January 53,060 students have appeared in exam and in april/september 61,583 students have appeared in the jee exam.

The eligibility criteria for applying in j a c Chandigarh is given below-
Subjects : 1. Language 2. Physics 3. Mathematics 4. Anyone of Chemistry/Biology/Biotechnology/Technical Vocational Subject 5. Any other subject.

The cutoff for OBC category is 72.8887969 , since you didn't clear the exam, there are very less chances of getting admission in government Institutes.

from your precentile there is no chance or very very low of getting into nits even if you are going for north east state nits than also you won't be able to get that.
to be clear you have even no chance or much lesser chance even in iiits you may go for gftis and sftis

According to last year's cutoffs and ranks mentioned I guess your rank would be somewhere around 17,500-21,500.So, in these marks yes you have chances of getting into some of the bds colleges and some of the mbbs too.
