Yes you can apply for Bsc forensic science. The basic eligibility is to have 10 + 2 levels with good academic score and from recognised university. Some institues may conduct admission merit basis while some institutes may have their own entrance exams and now which college to choose depends upon your location and marks.

Yasmin, you have secured 50.3% in Physics, Chemistry and Biology. And to be eligible for NEET, you should have completed your 12th, passed in all subjects and secure a minimum aggregate of 50% in Physics, Chemistry and Biology. It is 50% for General Category, 45% for PWD and 40% for OBC,SC,ST. Now if you belong to OBC Category, the Category you belong to should be also listed in the Central OBC list. Or else you will be considered as General Category and so you have to secure a minimum aggregate of 50% in Physics, Chemistry and Biology. This 50% is inclusive of the Theory and Practical marks scored in Physics, Chemistry and Biology collectively. You needn't score 50% in Physics, 50% in Chemistry and 50% in Biology separately. You need an aggregate of 50% or 40% depending on your Category as an aggregate in Physics, Chemistry and Biology. And along with Physics, Chemistry and Biology, you should also have studied English as one of the core subjects in your 12th. But with 50%, you are eligible for NEET. You needn't appear for improvement exams just for NEET because you qualify for NEET with these marks. Yes, you can take admission but the condition is that you have to pass the compartment exam. Then you can apply for the various institution's enterence exam. once you cleared them, you will be in. There are many agricultural universities in India that offers Bsc Agricultural Program , approved by the Indian Council of Agriculture Research (ICAR) .

If you fail in biology +2 standard you are not eligible to give the NEET exam this year. You need to clear the biology exam paper with theory as well as practical. Also, for unreserved category candidates must have scored a minimum required percentage of 50% marks in Physics, Chemistry and Biologyin their Class 12 examination.
So, you have to wait for next year to attempt the neet exam after clearing your biology exam.
The basic requirement is to have graduation in any field and if you are fulfilling that requirement then you are free to apply for civil services exam. You can start your preparation and give your best. Here is the link to some information about exam.

The total of 444 out of 500 equates to 88.8 %. To appear for NEET and to get admission into any College through NEET, this is much better percentage in CBSE Board exams. Also, there is no weightage of CBSE Marks in the final result of NEET.
However, one has to secure at least 50 % marks in Board exam to appear for NEET, which you have already done.
