Yes. 

MTG publication's books are good and recommended by various students for AIIMS and NEET. 

But, one thing that yoi need to keep in mind is that for AIIMS preparation, you should have good command over concepts and NCERTs are the most important books for cracking AIIMS.

Yes your friend can apply for BSC in biology after he has passed 12 without failing  any subjects. The BSC colleges for biology differ for different states. There is Delhi university, Vivekanada university, pc Jabin college and various others. If he scored more than 85-90% he can get

In the last five year  almost 70+ questions out of 90 are from ncert biology books. And most of them are asked indirectly and students think that they are asked from out of syllabus. But it is not.

AIIMS eligibility includes a student to have completed his or hear 12th from any recognised board with subject physics, chemistry, biology.
Minimum qualifying marks for general and obc are 60 percent in aggregate.
For SC/ST IS 50%
For pwd is 45%.
