Here I am listing the eligibility criteria :

1) age - born between 1 july,1998 to 1 july 2003

2) Qualifying marks- It varies campus to campus for Kattankulathar campus, candidates need to have secured 60% and for amarvati you have to score 70% aggregate in PCM.

As you know that the last date for NEET application is over, Sorry to inform that there is no possiblity now to apply for NEET 2019. You will have to wait for the next year NEET 2020 and then you can apply.

no, you can't take admissions in ME course.since you did b.sc chemistry ,you're not eligible for doing masters in engineering.for that, you should have completed B.E/B.Tech courses in engineering.

if you're interested in biomedical engineering,then do b.e first then only you can apply for m.e courses.

For Btech course PCM is only required. Biology is required only for the medicine course. So you can do any BTech course with PCM.

Biomedical Engineering in India has got varied scopes if you are comparing it with Mechanical Engineering in terms of Job opportunities in India then I would call it a unfair comparison and advise you to join Mechanical Engineering in Nirma University.
