Yes, IIT Roorkee will recruit students fir admission in Msc biotechnology, but to take admission you have to give IIT JAM.and need to score good marks.
IIT JAM registration forms will be available in mid April (15-20th April) for admission process.after that they will publish the admission list.
BTech degree in any sense is far better than the Bsc-Msc degree. The BTech degree design and shape you for practical approach as it is more technology oriented course. You can also apply to other field if you want because of your BTech degree.

SRM University is the best university for Biotechnology and related fields in India. This is because they provide an international exposure to students via their semester abroad program. They also provide you opportunity for good students to research from second/third year onwards. They also have an internationally competitive
Labs, and other facilities are good enough. SRM probably has one of the better labs when it comes to the bio-chemical labs as compared to other universities and institutes.
As far as placements are concerned, then good companies do visit SRM for biotech too.
