The cutoff depends on your category.
For B.Sc. biotechnology, the cutoff last year was-

last years cutoff moved in between 1k-2k. since your rank is 7k, it will be extremely hard to get in bundelkhand university as it is the top University in UP which offers biotech. so sorry to inform you.

Everything is relies on level of difficulty of test but still 49 in obc category is not sufficient for taking admission in govt. college for btech but still there are possibilities of getting good Colleges in your home state through your score...try for guiding round or councelling round
