According to the BITSAT criteria;
Only Students who are appearing for 12th class examination in the current year or who have passed 12th class Examination in previous year are eligible to appear in the BITSAT test.
That is A candidate can appear only 2 times for BITSAT .
1st attempt is when they are appearing 12th.
2nd attempt is in the next year of appearing 12th.

No, The last date for registration is 31st March 2020. You can still fill the bitsat application form.
Slot booking for exam will start between 10-18 April 2020 & admit card will be available from 20th April 2020
The exam will be held between 16 - 25 May 2020

See cutoffs for any particular year cannot be predicted so easily as they depend on lot of different factors like number of candidates appearing and also the paper level difficulty, etc. So they cannot be predicted as all. The cutoffs might increase, might decrease as well none of us know. But they usually vary in a particular range only. As you told BITSAT 2019 cutoff to be 397 for Computer Science Engineering Branch, it usually has stayed in that range only for past years. So I guess at 350 marks it can be a little difficult for you to get into Computer Science Engineering Btech Branch.
So try to aim for more higher marks to ensure your seat.

Firstly, I hope you have taken a really good mocktest that simulates the real test to the best possible extent and your performance in the actual exam is also same.
Given 335 marks in BITSAT exam, going by previous years' cutoff for BITS Pilani Campus, you will be eligible for almost all courses except Computer Science. Moreover, you are on the edge of cutoff for Electrical & Electronics.

bits takes m.tech admission based on gate score as well as bits hd exam, you can apply from both the process, according to gate score 1st iteration result will be out on may 8, 2020, bits hd exam is supposed to have on may 16 to may 23, 2020 as for latest notifications.

For admission to any college you just need to fulfill the eligibility criteria decided by the college authority.
If you fail to fulfill the eligibility criteria than even after qualifying the entrance exam you cannot take admission to that college.
If you did not fulfill the eligibility criteria for BITSAT, than you should go for any other exam in which you can fulfill your eligibility criteria.
