No you are not qualified to appear for the bits examination as you are not able to meet the eligibility criteria to appear for the bits examination.

You should have minimum of 75% aggregate marks in PCM in qualifying 12th exams to appear for bitsat.

The BITS MAINLY looks into BITSAT score where they want minimum of 65% in plus 2 so you have you need not to worry kindly concentrate on the preparation of BITSAT

To get BITs you will have to appear in BITSAT as this is the only entrance through which BITs take admission.The registration for the exam has been closed .If you haven't registered you cannot appear in the exam and you won't be able to take admission in BITs.

If u have less marks in board , then u can go for improvement exam if u have one and only one goal of doing jee or bitsat.
