When it comes to scholarships offered by BITS, there is no specific form to apply for and it will on the basis of your marks scored in the exam or in qualifying exam.
Students who have obtained 95% or above in the aggregate of the Qualifying Examination are given a merit scholarship of 40% of first semester tuition fee.
Students who have obtained 90% or above but less than 95% in the aggregate of the Qualifying Examination are given a merit scholarship of 25% of the first semester tuition fee
Students who have obtained 80% or above but less than 90% in the aggregate of the Qualifying Examination are given a merit scholarship of 15% of the first semester tuition fee.

I would suggest Mtech at Bits Hyderabad would be a great choice as IIT Jammu is still in developing stage.
At BITS you will find an exposure to all the current technologies and the environment there is exquisite. It will not only help you academically but also professionally.
The placements are simply too good there and BITS is considered to be one of the best engineering colleges in India.

see BITS has welcomed to the board toppers of state board and central board to direct admission in ug level programs of BITS . however candidates from pcm or pcb group must secure the required percentage of marks in 12th exam.
for pcm students marks criteria is students must secure aggregate of 75% score in pcm. with atleast of 60% marks each in physics, chemistry and mathematics.
for pcb students , marks criteria is student must secure aggregate of 75% marks in pcb. with atleast of 60% marks each in physics, chemistry and biology.
the toppers marks would be calculated including the marks of Physics, Chemistry, and Mathematics subjects in addition to other subjects which are required to pass the 10+2 examination from the Board under consideration.
so there is no concept of best of four or best of five . all subjects marks which are mandatory to be attempted in 12th course will be considered..

Birla Institute of Technology & Science, Pilani (BITS, Pilani) offers admission based on it's entrance exam BITSAT. In both the colleges reservation is available on the different basis, lets talk about both separately.
1. For NIT Goa,
If you are a resident of Goa then you will get benefit as a home state reservation system. Around 40% seat is reserved for student who have the domicile of Goa, in case of vacant seats 10% is reserved for Daman and Diu, Dadar & Nagar Haveli and Lakshadweep students.
2. For BITS Goa
There is not a reservation system for home state student still you get some part of reservation if you are the board topper of your respective state.
But if you are getting both the colleges then I would suggest you to go with the NIT as it comes under the state government besides BITS which is a private institute.
