Yes, definitely you can persue phd in Physics after completing b.tech and m.tech degrees.
There are many reputed colleges in India and abroad that allows Engineers to persue doctorate degree in physics.
So you can choose to do Engineering first and then do phd in physics.

Everybody knows BITS Pilani is a brand and a very good institute but as per reviews of students the dual degree is not worth joining for Msc Chemistry.
It is advisable that if you are interested in engineering then you should stick a specific stream and do your best

From my research the placements in BITS PILANI and IIT Bombay was

  • The highest salary offerd in 2019 was 44 lakh in domestic placement.
  • Most of the B.tech students was offers a placement in betwen 8-15 lakh.
  • For IIT Bombay highest placement was 45 lakh
  • Around 361 companies

No, BITS Pilani does not have any reservation / Management quota seats. Admissions are purely based on student merit list by the entrance exam. But if you want you can talk to the officials regarding the same.

No mcet exam is for its own college for these colleges you have to fill their respective for forms for bits pilani there is bitsat , for vit there is bites and for arm they do it through SRM jee.
