U need to understand the difference between these two terms i.e B tech and MSc. If you are getting CSE in Thaphar via JEE Mains then it is well and good , go with that and if you are interested to go in research line or to be a professor then MSc Maths dual degree will give the elite platform for your future development at BITS Goa premises. So overall both the college Thaphar and BITS are good it depends upon you which field you will select.

BITS Pilani is ranked at position 3 among all the colleges in India. While considerig about the rank all the other campuses were also taken into consideration and BITS goa campus doesn’t have seperate rank. I recommend you to do a dual degree because, by dual degree you have many chances to hit a perfect career. And even BITS campus is perfect than Thapar University!

A score of 280 and above will be safe to expect a seat in the institute. However, cut off for mainstream branches such as Mechanical, Electronics and Civil goes higher than the other branches. while for them the score should be 300 plus for a safer side

for BITs Pilani it would be on aproximate of 2 lakh to 2.5 lakh per annum as of college fee while hostel would be extra for detailed fee information see the link below

The cutoffs for CSE in BITS Goa/Hyderabad and Pilani campus change every year very abruptly.But going by the cutoffs closely for past according to my point of view a score of 380 and above will make your chances high for getting CSE in Pilani campus.A score of 360–380 would be good for the other two campuses.But nothing can be said with surity as cutoffs are full of surprises.

BITS Goa is a very good institute so you can pursue your engineering in any branch from this institute.

Between EEE and EC, EC is a better field for engineering because of its demand in the market. EC will also offer good  career options in future.

 I think you should go with DTU.

Civil branch is good , there are lots of government jobs and also you will get  high salary.

DTU's also have awesome placement.
