Since, this program i.e, B.E. in Artificial Intelligence and Machine Learning has been approved for the college this year itself it's hard to say what the cutoff would be. But, assumptions are that the cutoff would be around the cutoffs for Information Science and Technology which don't go as high as 21000 for BMS College of Engineering. It's still just an assumption and we don't know the proper cutoffs yet.

Nowadays, CSE is the most sought after branch of engineering where you can work in comfort and accordingly. And, when the question arises whether taking up CSE in DSCE or EEE in BMSCE will be better, then I would suggest you to pursue CSE in DSCE.
In DSCE, CSE is the popular and in demand particularly. It has got the best facilities for the students. The classrooms and computer labs are outstanding. The faculty members are also passionate and hard working and are up for the betterment of the students. Highly qualified faculties and are always there for the students to clear the doubts. They try their level best to impart their knowledge. And yes, most importantly, if you want to learn and develop something rather than running after placements, then I must tell you this institute will be the best to pursue your career in CSE. You will be have your benefits. Also, you can have internships and trainings easily since it's located at Bengaluru.
BMSCE, on the other hand is not that good when it comes to placements or even education. But for EEE fellows, it is somehow good if they get average salary. Still, I would suggest you take CSE in DSCE in the end. Anyways, the choice, is yours.

Bmsce have better placement than bmsit . Salary in bmse is 4lpa lower and 16lpa higher while in bmsit it is 3 lpa lower and 12 lpa higher.
Taking about branches so basically it is on your interest. If you are more interested in cse than go for it and vise versa.
Both the college are good for following branches.

Congratulations for getting such pretty rank in COMEDK UGET 2020. According to last some years cut offs the closing rank for CSE branch in BMS college of engineering is less than 1000 and for R.V. college of engineering it is less than 500. So the chances of getting admission for CSE in RVCE is very very less or probably no any chances.
But as cut offs may vary year to year and as your rank is also near to the 1000 rank so that you have some chances of getting admission into BMS for CSE branch. You should go through the below link of last year cut offs which will clear your all doubts regarding cut offs.

Based on your KCET rank, it seems difficult to get a seat in CSE at RV College of Engineering, MS Ramaiah Institute of Technology or BMS College of Engineering since the cutoff at these colleges are very high, especially for CSE courses. However, you may have a chance for other courses at those colleges. You should also be able to get CSE at colleges like Sir M Visvesvaraya Institute of Technology, Bangalore.

The fee structure for BMS College of Engineering for B.E is 2,01,000 rupees for one year for whole course period. This is the tuition fee and does not include hostel fee or examination fee and other miscellaneous fees that you'll have to pay. This is for comedk non- Karnataka students.

See in some colleges if there are huge number of students in some batch then the batch is divided into shifts to easily manage all of them. Now as you are talking for BMS College of Engineering so there might be large number of candidates in Electronics and Communication branch and hence they have divided it in shifts.
