According to your question and taking into consideration that you want to take a drop for jee mains if there is same relaxation of 75%.
I would prefer that you should take admission in the current college because there is no such guideline that the relaxation will still be applicable next year also. So,kindly take admission and if you want to give jee next then you can give if there is relaxation.

See percentage of class 12th is merely an eligibility criteria for appearing in JEE-Main/JEE-Advance and without appearing in JEE-Main/JEE-Advance you are not eligible for admission in B.Tech. courses in NITs/IITs/IIITs. You must have passed your class 12th from recognized central/state board and should have secured minimum 75% marks with Physics, Mathematics and Chemistry as mandatory subjects.
Note that JEE-Main is compulsory to qualify to become eligible for JEE-Advance and then admission to B.Tech. courses offered by IITs.

According to the eligibility criteria candidates must have passed 10+2 (Academic: both +1 and +2) or its equivalent with minimum average percentage (40% for Backward Class including Backward Class Muslim, MBC & DNC, SCA ) in Mathematics, Physics and Chemistry put together.
Admissions are based on qualifying exam and merits. Given your category, you might stand a chance of admission yes but merit also needs to be taken into view And 338 marks are not much to get admission. But it's also not impossible so please do try.

According to the percentile you have mentioned in the question your expected rank would be near about 5.3 Lacs and on the basis of this rank it is impossible to get any of the NIT or IIIT but yes on the basis of your category and this percentile you might have chance to sit in JEE-Advance and if you score decent marks with decent rank in JEE-Advance then you can get into IITs which stands above any of the NITs or IIITs.
Note that above are totally based on previous year's cut-offs and cut-offs are bound to change every year depending upon various factors.

For BTech admissions, 70% of the total seats are filled on the basis of the JEE Mains rank and rest 30% based on class 12 merit followed by counselling.
you can also opt for BTech Integrated there is little hope that you may get
but with your score in JEE mains there really no chance to get in SASTRA in any branch .go with your marks in 12th std.
you are looking for CSE but as my suggestion also go for information and communication technology..if you wish that too will have similar study throughout the course.
