The counseling fees which you paid is non refundable, you cannot get your money back. Better would be that you attend the counseling process now, you might get the desired college.

My rank is 46835. Can I get CSE in Vit chennai campus?

Chances seem quite kow as cutoff closing ranks for Chennai campus has been recorded within 20000.
CSE has been highly privikeged course and is very much preferable by students as VIT has best in class placements.

You have although decent chances with Biomedical and Civil engineering at Vellore Campus.

If you are replying via the 15% all India quota and your and SC category student you must go somewhere around 400 out of 720 to get into Vardhman Mahavir Medical College New Delhi. DU cutoffs of previous years have been around 390 for this college

Go for sastra. Probability of getting good colleges through josaa is less for you.and as compared to sastra. So i advice you don't leave this golden chance and go for sastra.
