I regret to inform you that nobody has 2021 board papers yet. You can get mock papers and sample papers for the year 2021. CBSE releases its own sample papers when examinations are near. Other than that,look into previous years papers and try solving them for now.

Yes he can apply for IMU CET in 2021 . But as per the policy he should have passed the exams till that time. So the board results mostly get out in May then he will be eligible for the exam. As per the eligibility criteria he should have qualified 12th standard (or equivalent) examination with Physics, Chemistry and Mathematics from any recognized central or state board and should be be minimum 17 years and maximum 25 years old as on August 1, 2021.

This year percentage marks % will not matter because the only requirement after qualifying JEE Mains is that a student must be passed his/her class 12th board examination .
By fulfilling above mentioned requirement students can surely participate in Josaa counselling , but if you've failed to clear your board exam then you are not eligible.
Remember by just qualifying JEE Mains it seems difficult to assure you that you'll get admission into prestigious NITs .You must obtain a good rank to get admission.

Yes you need your college id card because the exam invigilator will check your id card so it is necessary to bring it.

If you have 50% or above marks in 12th board according to the eligibility there shall be no problem in getting an mbbs college after qualifying neet. However, boards marks are considered for allotting ranks. So you have to make sure you get enough marks in neet so as to get admission in a good college.

The dates for pre- boards are different for different schools. So there's no such particular date to mentioned. Having said that, generally schools conduct their pre- boards in the month of January because boards are conducted around march generally. However, this year the scenario is very different so we can't predict anything.
The admission in Paramedical courses do not depend on the NEET score. It is usually based on class 12 marks. Some of the states and colleges conduct entrance exams for the admission in the paramedical courses. NEET is not mandatory for paramedical courses.
