If you have appeared for your Boards in 2019, you have chances to attempt only in 2019 and 2020, no matter if you have failed to attempt in 2019. Hence, you cannot appear for JEE Advanced in 2021. Dont feel anxious about your exams. They will appear sooner or later. What I can say is be prepared for them study well. Keep yourself calm getting anxious about it wont help you out much, infact you will be more stressed out and wont be able to absorbs any of your study material. So try to be calm as much as possible.
Most of the board exams for 12 start in the month of March. Before that in January you have prelims papers so put your best efforts in that paper and do your best. It will help you to boost your confidence and give you a sense of achievement. Usually prelim are abit tougher than your boards so give you best. It will all go easy. Exam are such creatures wherein if you are well prepared you can defeat it without much trouble.

I hope you are doing well. About your queue No, you are not eligible to answere neet exam. You have to individual pass in Physics, maths, chemistry and English. The minimum Mark's required overall is 40% for obc, st or sc students.
Try to clear your theory paper at the earliest. Dont feel bad or anxious. You can always apply for neet the following year. Study hard and all the very best. Dont give up.

No IIT do not have any weightage for the +2 marks, however, you have to have a minimum 75% marks in CBSE board or be in the top 20 percentile of your respective board to be eligible for the admission in the IITs and NITs.
Generally, there is no weightage for the+2 marks in engineering colleges, but they mostly have some minimum eligibility criteria ranging from 60-75% marks in +2.

I guess there is no way that you can appear for your 12th again if you have already appeared for the exam. These 12th board marks just help you get admission into a good college and after that no body will ask for your 12th class marks, by this i mean that they will not make any difference in your career after a later stage.
