The KCET (Karnataka Common Entrance Test) requires a minimum of 50% marks in your 12th board exam. If you apply for KCET, there are some basic eligibility criteria and 10th and 12th marks are one among them irrespective of the region you finished your schooling. see it would be best if she completes her board exam here and then go for canada, however it would be easier for her next level study admission if she has some qualifications certificate from India, however it is quite difficult and need immense hard work to again settle in Canadian college system and education.

There are Merit based scholarships and scholarship for Uttarakhand State Board Toppers.
Merit based scholarship will be offered to Candidates who have secured an aggregate of 80% in 10th and 12th and 80% marks in Physics, Chemistry and Mathematics in CBSE/ICSE/State Examination Board. Scholarships will be awarded on pure merit.
Scholarship for Uttarakhand State Board Toppers will be based on merit order allotment of 1 seat per program. The eligibility criteria for appearing for the UPSC civil services examination includes a graduation level qualification. In order to get into a graduation program, a student has to complete their 12th examination with required Percentage (depending on the college they wish to join)
So to answer your question, the marks you score in your 12th grade do not affect your ability to take the examination. As long as you have a graduation degree, you can take UPSC examination.
However, don't let that keep you from working hard. If you eventually decide to opt for a different field, your 12th grade scores might come in handy.
