As per the previous year cutoff the chance seems less to get a seat in NITs, IIITs & GFTIs with your 87 percentile.

To take admission through home state quota you must have a domicile certificate of that state. A domicile certificate enables its holder to prove that he/she is a resident of the state either by birth or by having lived in that particular state for more than 15 years.

You should go  for counselling as general requirements for jee advance is 75% in boards and u can hope and try as well for NITS. And other good institutes

If you have qualified for jee mains and you have qualified for jee advanced then you don't need to worry about anything as this year the 75% criteria has been removed due to the covid-19 pandemic .

According to your question that you haven't scored 75% in pcm in 2019 and you have appeared for 2020 examination.

But as you know due to the covid-19 pandemic the 75% criteria has been removed from the criteria list and so you need not worry about that and

Yes, you can go for state counselling if you don't want to take part in JoSAA counselling. However it is suggested that you should go for the JoSAA counselling as there are good chances that you may get a seat in any of the NITs rather than going for
