* I wanna inform that you can't participate in counselling as per the information provided by ICET authority because candidates should clear their backlogs before applying to councelling means you should clear all the backlogs and have the results in your hands . But you can appear for exams like TSICET or APICET but you cannot participate in counselling. As you said the the backlogs results have not released so you are not eligible for councelling.
