IFS is an exam conducted by UPSC, so you can imagine the level of exam. Like any other UPSC exam IFS also have 2 papers, i.e.
In order to become eligible for M.Sc. Biochemistry, the candidate should have a Bachelor’s degree with minimum 50% marks aggregate in Chemistry, Biochemistry, Botany, Zoology, Microbiology and other Life Sciences subjects.

The eligibility criteria for JIPMER requires you to pass each subject individually. The 60% criteria means that you need to score atleast 60% aggregate in PCB and you do not need 60% marks in each individual subject. Hence, 60% is required overall and not individuallly.
