It is highly unlikey getting aany government college seat in karnataka being from UP at this marks. You did not mention your category. If you are SC student, then you might have an opportunity but apart from that it does not fetch you a govt clg.

If you buy Laptop with less RAM then it might trouble you because student have to install Virtual box and also setup multiple software so having 8 GB RAM would be good.
