Admission  in bvsc  is done through national level exam NEET (15 %seats reserved by neet score ) or also through AIPVT entrance test.
Candidates applying for veterinary colleges in west bengal must have to register themselves for the NEET counselling .

Congrats for that rank. Your have chances for getting government veterinary seat provided you have farmer quota based on last year cut off.

So as per your question, it seems that you were eligible to get admission in a college in the first cut off itself but you didn't choose to take admission there. And now you want to take admission in the same college but in the next cut off.
