You can reappear next year but it will be good for you to clear that exam in this year by giving compartmental. CBSE take compartment paper for one who fails in the month of July or August. So he/she doesn't have to waste a year.

Yes, you can appear. Candidate who have passed the examination of the CBSE in previous year can apply in succeeding year for improving his/her performance in one or more subjects in which he/she had appeared in the previous year.
