Yes you can apply for faculty in chem engg in any college and you can a good one as now the new rule for faculty is to be PhD, son't know from when government is applying for that but its coming soon. So good luck.

you should definitely go for HBTU since it is extreamly good college in every aspect be it placements,infrastructure, faculty, food or accomodation.

whereas IIIT sonepat is recently established, college though under NIT kurukshetra, still till now no batch has yet been placed by this college.
