Yes, you are eligible for NEET if you belong to SC category. The eligibility criteria for NEET exam is minimum of a 50% aggregate for a general category student and 40% for SC in PCB. Since your marks are just above 40% you are eligible for NEET as

Every NIT,IIT has a  course for M.Sc in any subject. They don't provide B.Sc course.
No research college have course for B.SC.
Exception NIT Surat provided integrated course  5 years course for B.Sc + M.Sc.
