NCERT chemistry should be read and understood completely because it's  the base.

Don't skip reading it.

Other books such as DC pandey should be read also.

Multiple choice questions should be practiced.

No entrance examination preparation is complete unless you do lots of Mcq's.

The statistics for ranks change every year. Rank depends upon marks, number of students, relative difficulty level of exam etc. So a particular rank obtained at a particular mark may not necessarily occur the next year too. That being said, a rank under 100-150 (200 even) will be good enough

You can apply for counseling. However the chances of you getting a seat is low to null,  unless you are a PwD or ST candidate. So essentially, applying for counseling won't be fruitful.

What is the eligibility criteria for Msc chemistry in IISC bangalore?

There is no MSc course in IISc Bangalore.

Instead, IISc has an Integrated MSc-PhD course. Qualification is via the same IIT- Joint Admission Test (JAM) for MSc. This is followed by an interview for final selection.

So you need to apply for IIT JAM for admissions.
