As you have mentioned that you are  expecting 20marks in chemistry and attempted all the questions also so we can't say anything because grace marking depends upon difficulty of question and on type of teacher also so it may be yes or no.

If you wrote the JAM exam from MSc Chemistry or Joint MSc-Ph.D in Chemistry, then you only need to have qualified Chemistry exam (as a necessity). It's not required to qualify Biological sciences exam.

the basic rule is to count best of 4 subject is , you need to add one language subject(english/hindi) and as you are from science back ground you can add any 3 subjects from your course like (mathematics, computer science, biology, statistics, physics, chemistry ...... etc)

No with mere 87.4 percentage in class 12th boards examinations you can get any college of the university of Delhi for pursuing Bachelor's in chemistry honours. The cutoffs for this course is very high generally every year. You can though apply to other central Universities in Delhi like Jamia

According to mhtcet rule for doing engineering in Maharashtra you have maths and physics compulsory subject  with optional subject like chemistry or Technical vocational subject with minimum 50% aggregate . According to have score 180 marks in electrical maintenance. So you eilgibility for engineering . because compulsory subject
